01 - Rinse rice under cold water. In a medium saucepan, combine rice, water, and salt. Bring to a boil, reduce heat to low, cover, and simmer for 15 minutes. Remove from heat and let stand, covered, for 5 minutes. Fluff with a fork, then stir in lime juice and chopped cilantro.
02 - In a large skillet, heat olive oil over medium heat. Add onion and cook until softened, about 3 minutes. Stir in garlic and cook for 30 seconds. Add ground beef, breaking it up with a spatula. Cook until browned and no longer pink, about 6–8 minutes. Drain excess fat if needed.
03 - Sprinkle chili powder, cumin, smoked paprika, oregano, salt, and pepper over the beef. Stir to coat. Add tomato sauce and water, and simmer for 3–4 minutes, until slightly thickened.
04 - In a small saucepan, combine black beans, cumin, and salt. Heat gently over medium-low for 3–4 minutes, stirring occasionally.
05 - Divide rice among 4 bowls. Top each with black beans, seasoned beef, lettuce, tomatoes, avocado, cheese, sour cream, green onions, cilantro, and lime wedges.
06 - Serve immediately, allowing everyone to mix and match toppings as desired.
